Quebec Regular Skilled Worker Program – Permanent Immigration to Canada

The Quebec Regular Skilled Worker Program  is one of the main permanent immigration pathways for qualified foreign nationals who wish to live and work in Québec. This program is designed for skilled workers with education and professional experience who can contribute to Québec’s economy and successfully integrate into its society.

For individuals planning to immigrate to Canada and settle in Québec, the Quebec Regular Skilled Worker Program remains a cornerstone of Québec’s immigration system.

Why Choose Québec for Immigration?

Québec holds a distinct position within Canadian immigration due to its French language, culture, and independent selection system. Skilled worker candidates are assessed based on multiple factors, including:

  • French and English language proficiency

  • Level of education and field of training

  • Work experience

  • Age

  • Family or professional ties to Québec

This selection model allows Québec to choose candidates who best meet its labour market and integration needs.

Step 1: Expression of Interest Through Arrima

The immigration process begins with submitting an Expression of Interest (EOI) via the Arrima online portal. This step is mandatory for candidates seeking selection under the Quebec Regular Skilled Worker Program.

The EOI form collects information about the applicant’s:

  • Language skills

  • Educational background

  • Work experience

  • Age

  • Area of training

Based on this data, candidates are ranked in a pool according to their potential to succeed in Québec.

Step 2: Invitation and Permanent Selection Application

Québec regularly conducts invitation rounds and selects the highest-ranked candidates from the Arrima pool. Those invited may then submit a full application for permanent selection through the government platform.

Successful applicants receive a Certificat de sélection du Québec (CSQ), which confirms Québec’s approval of the candidate for permanent immigration.

Step 3: Apply for Canadian Permanent Residence

After obtaining the CSQ, candidates must apply to the Government of Canada for permanent residence. This final stage includes federal background, security, and medical checks.
